Nesebar has been a fishing settlement for three thousand years, and that is not a marketing line — the south harbour still works, and on a good morning you can watch crates of horse mackerel come off the quay. The useful part for visitors is that fishing here is accessible: you do not need expensive tackle to catch something off the breakwater, and getting out on a boat is one phone call away.

Here is the practical version — what bites when, from where, with what, and what the rules are in 2026.

The permit comes first

Recreational fishing in Bulgaria requires a licence from the national fisheries agency (IARA). Since 2026 fees are quoted in euro, and an adult annual licence costs around €25. Weekly and monthly options are cheaper, with reductions for pensioners, children and people with disabilities.

  • Buy it online, at an IARA office, or in many tackle shops in Nesebar and Burgas.
  • Carry it with you. Checks on the breakwaters and in the harbours are not rare.
  • The licence covers both the sea and inland waters.
  • There are daily quantity limits, minimum sizes by species, and species that are off-limits entirely — sturgeon is absolutely prohibited and turbot is under a strict quota regime. Check the current table before your trip; the rules change.

Do not leave cut line on the quay. Tangled monofilament kills gulls here every year.

What you can catch, and when

The Black Sea is intensely seasonal. The broad logic: spring and autumn for the migrating shoals, summer for small inshore species, winter for the patient.

SpeciesMain seasonWhere
Gobyall yearbreakwaters, rocks, harbour
Horse mackerellate May – June; Sept – Novfrom a boat, or the breakwater at dusk
Grey mulletspring and autumnshallows near beaches, river mouths
Red mulletMay – Septembersandy bottom, from a boat
BluefishSeptember – Novemberfrom shore in a swell, on lures
Bonitolate summer – autumnfrom a boat, when the shoals arrive
Garfishspring and autumnsurface, near the piers

Autumn is the best season and summer visitors rarely know it. In September and October the water is still warm, the shoals move close inshore, and there are more rods on the breakwater at dusk than in August.

One honest caveat: in recent years the horse mackerel, bluefish and bonito runs have been unreliable, and some seasons they barely show. Do not build a whole holiday around one species.

Shore spots

  • The south harbour breakwater in Nesebar. The classic. Deep water, some current, best at dawn and dusk. Careful in a swell — the blocks are slippery.
  • The rocks below the fortress wall on the peninsula. Scenic and productive for goby and mullet. Do not climb the wall itself; it is a UNESCO monument.
  • The north breakwater and the quays by the newer port. Easier access, good with children.
  • Ravda and the rocky headland south of it, about 4 km away — quiet, no crowds. See the Ravda guide.
  • The mouth of the Aheloy river and the shoreline toward Pomorie — mullet and sea bass in spring.
  • Sveti Vlas marina. Fishing from the pontoons is generally not permitted; ask before you unpack.

Orientation points on the peninsula are plotted on our interactive Nesebar map.

Going out by boat

There are two different products, and people confuse them constantly.

The tourist "fishing trip." A large boat, two to three hours, tackle provided, mostly goby and horse mackerel, and they grill the catch on board at the end. Usually around €20–35 per person. This is entertainment rather than fishing, and it is excellent with a family. Boats leave from the south harbour — more in our boat trips guide.

A small-boat charter. You hire the boat and its owner for a half or full day, run to specific marks, and fish seriously. Budget roughly €150–300 per boat for a half day depending on size and season. Agree in advance: departure time, whether tackle is included, who brings bait, and what happens if the weather turns.

A few rules that prevent problems:

  • Ask whether the boat is registered to carry passengers and whether there are life jackets for everyone aboard.
  • Pay a deposit rather than the full amount up front, and take a phone number.
  • The sea here builds fast in a north-easterly. If the skipper says "not today," that is a good sign, not a bad one.
  • If you get seasick, take something an hour before departure. There is no getting off in open water.

After the catch

Most Old Town restaurants will not cook your own catch — it is a rare service. The better plan is to buy fresh fish at the harbour in the morning and grill it yourself. What to look for is covered in our Black Sea seafood guide and the Nesebar food guide. For historical context, see the town's fishing heritage.

Frequently asked questions

Do I need a licence for one hour off the quay?

Yes. The licence covers the activity, not the duration, and the fine is many times the price of an annual permit.

Can I fish from the beach in summer?

Not in areas with sunbeds and swimmers — that is a safety issue as much as a rule. Fish early, before 09:00, or after 19:00, and well away from bathers.

Is it good with children?

Very. Gobies bite almost constantly, which keeps a child interested. Bring a short rod, insist on life jackets on any boat, and keep them off the wet blocks of the breakwater.
