Some fines catch visitors out. This guide sets out the main bans in Nesebar Municipality (Nesebar, Sunny Beach, Ravda, Sveti Vlas, Obzor) and the fines for them, from the municipal ordinances and national laws as of October 2026.

Some laws still state fines in leva. We converted those at the fixed rate of 1.95583 leva to €1, rounded to the cent. The municipal Ordinance No. 1 already gives its fines in euro as well.

At a glance:

  • Quiet hours: 14:00–16:00 and 23:00–08:00. Fine €25.56–€102.26.
  • A car on the beach or the dunes: €511.29–€1,533.88.
  • A tent on the dunes: €255.65–€511.29.
  • An e-scooter on a pavement, square or promenade, or in the Old Town: €51.13–€255.65.
  • A dog off the lead or on a playground: €50–€250, and €250–€2,500 for a repeat offence.
  • Litter outside the bins: €50–€5,000 under Ordinance No. 6.

Which rules apply and who issues fines

The main texts are the Municipal Council's Ordinance No. 1 on public order (last amended by Decision No. 667 of 5 May 2026), Ordinance No. 6 on the environment (amended by Decision No. 668 of 5 May 2026), the Black Sea Coast Spatial Development Act for beaches and dunes, and the Health Act for smoking.

Breaches of Ordinance No. 1 are recorded by municipal officials, the district police and the fire service. A "repeat" offence is the same kind of offence within one year after the earlier penalty decision took effect. Young people aged 16 to 18 are liable themselves if they could understand what they were doing. For children aged 14 to 16, parents are liable if they knowingly allowed the offence.

Noise: when it must be quiet

Ordinance No. 1 bans noisy household or commercial activity in and around residential buildings that disturbs people's rest from 14:00 to 16:00 and from 23:00 to 08:00. The same hours apply to advertising sound from vehicles, boats and water attractions, and to outdoor events. On 15 August, the Nesebar town holiday, events may use amplified sound until 00:00.

The fine is €25.56–€102.26. The same fine applies to behaviour in public that breaks "the usual norms of morality and behaviour", sleeping on benches or the ground in parks, and begging.

Ordinance No. 1 has no separate rule on drinking in the street or wearing swimwear in town, but the general ban above can apply. Selling or serving alcohol or tobacco to under-18s costs €102.26–€153.39, and €153.39–€255.65 for a repeat.

On the beach: what is allowed and what is not

The Black Sea Coast Act guarantees free access to the beaches at no charge. At least half of the active beach area must stay free for your own umbrella and towel, and that zone must be marked on the beach and on the concessionaire's board. Restricting access or charging an entry fee costs €1,022.58–€2,045.17, or a sanction of €2,556.46–€5,112.92 for a company (converted).

On the beach, the vehicle ban does not apply to rescue work, authorised maintenance and beach services; on the dunes, only to emergency and rescue work. For flags and currents, see our guide for beginner swimmers and families.

Tents and campervans away from the beach

You may not pitch a tent or park a campervan or caravan on someone else's unregulated land in the coastal zones A and B, except at sites set aside for this: €255.65–€511.29, and €766.94–€1,533.88 for a repeat. Keeping caravans outside designated places costs €25.56–€153.39 under Ordinance No. 1. See also camping on the southern Black Sea.

E-scooters and cars

Since a June 2025 amendment, Ordinance No. 1 bans e-scooters and self-balancing vehicles from pavements, squares, playgrounds, sports grounds, seafront promenades, park paths and green areas, and from Nesebar Old Town (the historic peninsula), Otets Paisiy Street and pedestrian zones. You may ride on cycle paths at up to 20 km/h, with working brakes, a bell, a white or yellow front light and a red rear light, and owners must not hand a scooter to a minor. Fine: €51.13–€255.65.

In summer, cars need a pass to drive or park in the Old Town. Parking on green areas costs €25.56–€102.26; washing or repairing a car in the street, €25.56–€153.39.

With a dog

Owners must walk the dog on a lead, with a collar and ID tag, and medium and large breeds need a muzzle. Owners must pick up after it and carry its veterinary passport and municipal registration. Fine: €50–€200, and €200–€500 for a repeat (amounts set in May 2026). Walking a dog without lead, collar and muzzle outside places the municipality designates, or at all in schools, kindergartens, health facilities, playgrounds and sports grounds, costs €50–€250, and €250–€2,500 for a repeat. Animals are also banned from commercial premises, public places and public transport, except guide dogs. More in Nesebar with a dog.

Smoking, litter, fires and graffiti

Smoking is banned in enclosed public places and at playgrounds, around kindergartens and schools, at children's events, and at sports venues, summer cinemas and open-air theatres during events. The beach is not on that list. Fine: €153.39–€255.65, and €255.65–€511.29 for a repeat (converted).

Litter outside the bins, or household and restaurant waste in street bins: €50–€5,000, doubled for a repeat; €10–€25 on the spot for a clearly minor case.

Fires in parks, gardens and open municipal land: €10.23–€102.26. Picking flowers, or fruit from trees and shrubs without permission: €25.56–€127.82. Graffiti on façades, fences and signs: €25.56–€51.13. Damaging benches, bins or play equipment: €25.56–€255.65.

If you are written up

Fines follow the Administrative Violations and Penalties Act:

  1. An official draws up a report (акт) in your presence. You may object on it, and in writing within 7 days after signing.
  2. The fine is imposed by a penalty decision. For a minor case, the authority gives a written warning instead.
  3. If you do not appeal, you may pay 80% of the fine within 14 days of receiving the decision, unless a special law sets another reduction.
  4. You may appeal within 14 days of receiving the decision, through the issuing authority; the district court hears it.

If you are unsure whether a fine is lawful, ask a lawyer. Ordinances change, so check the current text on the Nesebar Municipal Council website.
